Personally, I think the UK government is seeking a Cloud Cuckoo Land deal. One where the UK lays eggs in the EU basket. The EU deals with the eggs while the UK does nothing. The aim is that our eggs grow into fully-fledged entities at the EU’s expense.
Meanwhile, the UK flies off to find other nests.
